A Valleys council in Rhondda Cynon Taf could be facing a financial challenge with a potential £35 million budget shortfall next year if there is no increase in funding. According to a report presented to RCT’s cabinet, a cash-flat level of settlement from the Welsh Government over the next three years could result in a £35.7 million budget gap in the coming year, with similar gaps of £34.7 million and £31 million in the subsequent years.
Different funding scenarios were outlined in the report, showing budget gaps ranging from £29.9 million to £26.1 million depending on the percentage of increase in Welsh Government funding over the next few years. The impact of various settlement levels from the Welsh Government was highlighted, with a £4.9 million impact per 1% increase.
To address these challenges, the council has modelled council tax increases, assumed specific grant funding will continue, and accounted for inflation in fees and charges. The report emphasised the need for urgent reviews across all services to identify options to close the budget gap and set a balanced budget for the financial year 2025-26.
In the previous financial years, the council had to address significant budget gaps of £38 million and £36 million. The report noted that the UK Government’s budget announcement next year will be a key determinant of any additional funding available. The council pledged to continue proactive strategies to identify budget-saving options for consideration in the budget-setting process.
