Shocking CCTV footage has revealed the disturbing actions of Leo Payne, a dangerous offender who was captured prowling the streets of Swansea city centre in search of women to target. The footage showed the 20-year-old looking for lone women and exposing himself in public. Payne’s predatory behaviour escalated when he attacked and attempted to rape two women within an hour, threatening one victim with a knife. The court was shown CCTV footage of Payne wandering the city centre with his trousers down, exhibiting concerning and criminal behaviours.

After being identified and traced to a property in Swansea, Payne was sentenced to an extended 16-year term as a dangerous offender. The judge remarked on the unprecedented nature of Payne’s actions and the lack of a clear explanation for his behaviour. Payne, who showed no remorse or insight into his actions, was deemed a high risk for future offending. He will serve a custodial sentence followed by a lengthy licence period, with the possibility of appeal subject to a parole board review.
