A Vale of Glamorgan councillor has been under scrutiny after a series of emails revealed a controversial decision regarding a former school site in Llantwit Major. Plans for 90 temporary modular homes on the Eagleswell Primary School site were initially approved through permitted development rights, bypassing the need for formal planning permission. An email trail uncovered through a freedom of information request showed that Councillor Gwyn John had refrained from informing residents about the proposal, stating that someone would eventually figure out what was happening at the site.
Residents living near the modular homes expressed dissatisfaction with how the plans were handled, especially regarding the lack of consultation on the design’s impact on the community. Concerns were raised about the proximity of the units to residents’ gardens and visibility from windows. Campaigners raised funds to take legal action against the council for its handling of the scheme.
Councillor John defended his actions, explaining that he couldn’t inform residents until a final decision was made. The plan was to provide emergency accommodation, particularly for Ukrainian refugees, under the Homes for Ukraine Sponsorship Scheme. Despite initial parking concerns raised by senior planners, the council revised its approach to parking provision to accommodate the development.
In July 2024, the Vale of Glamorgan Council’s planning committee sanctioned the Eagleswell site to operate for at least five more years. The spokesperson for the council emphasised the importance of resettling displaced individuals, including Ukrainian refugees, and ensuring adequate housing solutions. The decision-making process for the development project was detailed in reports presented to the planning committee, addressing concerns such as parking and highway impacts.
