The anticipated costs of expanding the Senedd’s debating chamber in Cardiff Bay have increased as Members of the Senedd (MSs) have made demands for individual furniture. The Senedd is set to grow from 60 to 96 members after the 2026 election, necessitating changes to accommodate the larger institution. The issue arose as members insisted on having their own desks, similar to other modern parliamentary chambers around the world. Unlike traditional setups where politicians sit on benches, newly built chambers provide individuals with desks and screens for their work.
Designed in 2007 by Richard Rogers, the Senedd building was originally intended to accommodate up to 80 members. With the planned expansion to 96 members, discussions have emerged about the most cost-effective approach to enlarging the chamber. The Senedd Commission has requested a 16% increase in its budget for 2025-26, citing the need to manage the significant changes that the Welsh Parliament faces.
Senedd Commissioner Hefin David explained that members were unsatisfied with the prospect of using benches instead of desks, as it would limit individual working spaces and create inequalities in access to technology. The push for individual desks has contributed to the rise in capital costs for the expansion project. Conservative MS Laura Anne Jones raised concerns about the escalating costs and urged for measures to keep expenses to a minimum.
While some suggested exploring a more basic option for the chamber design to reduce costs, the majority of members preferred a bespoke setup with individual desks. The Senedd Commission is grappling with finding a balance between meeting members’ demands for a modern working environment and managing the budget constraints.
