Welsh Government Transport Secretary Ken Skates aims to deliver significant road projects while discussing a critical factor that could revive a major transport initiative. The Welsh Government’s roads review in 2023 halted several key transport schemes in North Wales, including the Menai crossing, Llanbedr bypass, and Flintshire ‘Red Route.’ These decisions were made under former transport minister Lee Waters, based on advice from a panel of transportation and environmental experts. Ken Skates, who previously criticised these choices as a backbencher, now holds the position of the transport minister and is supported by First Minister Eluned Morgan.
Although Skates has not confirmed a complete reversal of past decisions, there are indications of potential adjustments to enhance the environmental sustainability and economic advantages of these projects. Skates highlighted the importance of the dormant Wylfa B project near Cemaes, suggesting that progress on this venture could necessitate improvements in the road network to accommodate the construction of the multi-billion-pound nuclear facility at Wylfa. This site was identified by the previous UK Government for a significant nuclear station, with current assessments exploring the possibility of small modular reactors as an alternative.
The outcome of the future Wylfa Newydd project, whether SMRs or another endeavour, will require substantial investments and significant road enhancements. These developments may also generate funding towards a new crossing over the Menai Strait, complementing the existing Menai Suspension and Britannia bridges. Skates emphasised the interdependency of a third Menai crossing with the developments at Wylfa Newydd, underlining the need for increased capacity to accommodate substantial traffic influxes related to the nuclear facility.
In reviewing the broader roads strategy, Skates discussed the need for road improvements to promote alternatives to private vehicles, reduce carbon emissions, and stimulate economic growth. While acknowledging the challenges posed by limited public finances, he expressed his determination to advance significant road projects that have been meticulously planned, including the Queensferry crossing over the River Dee. Prioritising maintenance backlogs and essential repairs, Skates underscored the importance of delivering crucial infrastructure enhancements that align with environmental goals and economic progress.
