Welsh Government issues update on tax break for schools

The Welsh Government has launched a consultation regarding the end of a tax break for some fee-charging schools. The proposed change would eliminate charitable non-domestic rates relief for certain private schools in Wales starting from April 1, 2025. In Wales, private schools are classified as independent schools, with 83 registered independent schools, out of which 17 currently benefit from charitable non-domestic rates relief amounting to approximately £1.3 million annually.

The funds saved by discontinuing this tax relief would be redirected to support local public services. The objective of the consultation is to align independent schools with charitable status in Wales with other independent schools. Finance secretary Mark Drakeford stated, “We believe that independent schools with charitable status in Wales should be treated in the same way as those which are not charities, which is why we are proposing removing this tax relief.” This move would harmonise Wales with Scotland, while similar changes are planned in England by the UK Government.

The consultation document outlining the Welsh Government’s proposal is open for feedback for 12 weeks commencing from September 23, with responses requested by December 16, 2024. This initiative is aimed at bringing parity among independent schools in Wales and ensuring fair treatment across the sector. The proposed alterations will have a significant impact on the educational landscape in Wales, affecting how private institutions are financially supported and emphasising equality in the education sector.
