A significant increase has been observed in the number of individuals caught exceeding the 20mph speed limit in one area of Wales within just a month. The data reveals a nearly sixfold rise in violations, with distinctions made between offences recorded in north Wales and mid/south Wales. In June, there were 5,711 offences noted in mid and south Wales, which escalated to 6,002 in July. Similarly, the number of violations in north Wales surged from 892 in June to 5,199 in July.
Each offence does not necessarily result in a fine, as alternatives like roadside educational courses are offered under the specially-designed Operation Ugain. This initiative involves delivering enforcement sessions at the roadside instead of instantly issuing fines to eligible drivers. Some individuals are directed to court or receive exemptions from penalties.
Data indicates that the average speed in north Wales decreased to 28.8mph in July from 32.4mph the previous month, while in mid and south Wales, it moderately increased to 28.4mph from 28.1mph. Operation Ugain staff have monitored 192,825 vehicles in 20mph zones and delivered 6,747 free engagement sessions as an alternative to prosecution, as reported by GoSafe.
The increase in offences in north Wales is attributed to the conclusion of the period where advisory letters were sent instead of fines, alongside the reinstatement of multiple mobile enforcement sites in high-risk areas based on road safety concerns, collision records, and community requests for enforcement.
Despite the implementation of additional engagement teams nationwide, speeding offences in built-up areas have decreased by 29% in July 2024 compared to the same period in 2023. GoSafe highlights a decline in combined offences on 20mph and 30mph roads, with a total of 14,421 recorded in July 2024, a significant drop from 20,303 in July 2023.
Moreover, published speed data from Agilysis and Transport for Wales indicates a trend of reduced speeds among drivers. Provisional police collision data further reflects a 16% decrease in the total number of casualties on Welsh roads compared to the corresponding period in 2023.
