In Swansea, the face of a man responsible for a series of sex attacks in the city centre has been revealed as Leo Payne. The 20-year-old has been given a 16-year extended sentence as a dangerous offender after carrying out disturbing offences. Within an hour, Payne assaulted and attempted to rape two women, as well as sexually assaulting another victim. He also exposed himself, performed indecent acts in public, and assaulted a man who intervened. The judge highlighted the unprecedented nature of Payne’s behaviour, expressing concern over the lack of explanation for his actions.
Detective constable Kelly Hurley from South Wales Police stated that Payne displayed no remorse and posed a significant danger to others. The victims described the lasting anxiety and fear they now experience. They revealed how the attacks have shattered their sense of safety and trust in the city. Prosecutors highlighted that all of Payne’s crimes occurred in Swansea city centre and were sexually motivated. CCTV footage and witness accounts helped identify and apprehend Payne, who initially provided false information to authorities.
Despite Payne’s attempts to deny his actions, he ultimately admitted guilt to attempted rape, sexual assault, exposure, and violence. Payne’s defence mentioned his difficult childhood and potential underlying neurological conditions. The judge condemned his behaviour as chilling and bizarre, underscoring the ongoing risk he poses. Payne’s 16-year sentence includes custody and a licensing period, with an option for appeal dependent on parole board assessment.
Following the sentencing, Iwan Jenkins, deputy chief prosecutor at Crown Prosecution Service Cymru, commended the victims for their bravery in bringing Payne to justice. Their actions, along with police efforts, ensured that Payne will be held accountable for his crimes. Payne’s disturbing actions clearly show the importance of vigilance and swift response to safeguard public safety in communities.
