The First Minister of Wales, Eluned Morgan, has raised concerns over railway funding, stating that Wales has been “short-changed” in this regard. During discussions at the Labour Party conference in Liverpool, Morgan engaged with Chancellor Rachel Reeves about consequential funding for the HS2 project. Despite tensions arising around the HS2 project being designated as an England and Wales initiative without Welsh territory involvement, Plaid Cymru is advocating for £4bn in consequential funding, aligning with Scotland and Northern Ireland. Morgan emphasised the need for Wales to receive fair funding for rail infrastructure, highlighting the disparity in resource allocation.
Acknowledging the challenges faced by the UK Government in balancing the budget amidst a £22bn deficit, Morgan mentioned the importance of enhancing rail infrastructure funding for Wales. The upcoming Senedd elections in 2026 also raise strategic considerations for addressing Wales’ funding models. In response to Plaid Cymru’s call for a new funding calculation system to replace the Barnett formula, Morgan underscored the necessity of a fair funding system that empowers the Welsh Government with borrowing capabilities.
Additionally, Morgan expressed confidence in Labour’s initiatives, such as providing free healthcare services and transport benefits, and underscored the party’s commitment to improving citizens’ lives. With a focus on advancing the Welsh language, Morgan emphasised the need for inclusivity and support for all Welsh speakers, encouraging a positive approach to language use.
