In a shocking turn of events, a man has been found guilty of ‘prowling’ the streets of Swansea city centre with the intent to rape lone women. The perpetrator, identified as 20-year-old Leo Payne, committed a series of terrifying acts within the span of an hour, attempting to rape two women and threatening them with harm. Payne also engaged in disturbing behaviour such as exposing himself in public and assaulting a man who tried to intervene.
During his spree, Payne followed women, attacked them, and even performed indecent acts in front of passersby. The gravity of his crimes led to a 16-year extended sentence being imposed on him by a judge at Swansea Crown Court. Prosecutor Carina Hughes highlighted Payne’s pattern of seeking out lone females for sexual attacks in Swansea city centre in June of the same year.
One of the assaults occurred on Wind Street, where Payne pursued a woman before attacking her on College Street. Despite the victim’s brave resistance, Payne persisted in his assault until stopped by vigilant taxi marshals. The prosecutor further detailed how, shortly after, Payne targeted another woman on Princess Way, using threats of violence to try and overpower her.
Repeatedly exhibiting predatory behaviour, Payne continued his spree, assaulting another woman, and engaging in lewd acts in public. Thankfully, the swift actions of witnesses and law enforcement led to Payne’s arrest at a property in the Mount Pleasant area of Swansea. Payne, who had no prior convictions, expressed little remorse during his trial, leading to a lengthy custodial sentence being handed down.
The court heard emotional statements from the victims, outlining the lasting impact of the assaults on their lives. Their accounts spoke of fear, anxiety, and a loss of trust in their surroundings. The judge remarked on the unprecedented nature of Payne’s crimes and the absence of a clear explanation for his actions. Despite the disturbing unpredictability of Payne’s behaviour, justice was served with a significant prison term and a lifelong registration as a sex offender for the defendant.
In response to the sentencing, Iwan Jenkins, deputy chief crown prosecutor for Crown Prosecution Service Cymru, denounced Payne’s reprehensible acts and praised the bravery of the victims. The judge also commended a bystander who intervened, demonstrating the importance of public vigilance in tackling such despicable crimes. The community must remain vigilant against such acts of violence and support survivors of abuse in seeking help and justice.
