The UK Government has issued an apology following an investigation that uncovered instances of “misogyny, bullying, and other unacceptable behaviours” within the submarine service. Defence minister Al Carns expressed regret over the “appalling” conduct that had taken place and extended a sincere apology to the victim. He commended her bravery for coming forward and assured that navy chiefs would be held accountable for implementing necessary changes as highlighted by the investigation.
The probe was initiated in 2022 by Admiral Sir Ben Key in response to allegations made by former lieutenant Sophie Brook, who detailed a pattern of “constant campaign of sexual bullying.” The final report, though heavily redacted, revealed numerous incidents of abuse and harassment by male submariners, including senior officers, towards their female counterparts. The most severe accusations involved reports of rape, alongside lewd comments and gestures.
Mr Carns informed Parliament in a written statement that the investigation, covering the period of 2014-2020, had substantiated the presence of misogyny and bullying within various ranks of the submarine service. Immediate actions have been taken, including misconduct proceedings resulting in the discharge of several individuals. Additionally, 37 recommendations from the investigation are being implemented to address both practical and cultural deficiencies within the service.
Furthermore, a broader review of the Royal Navy’s working culture has been initiated to drive improvements in behaviours, leadership, and overall culture. While acknowledging progress, Mr Carns stressed the need for further reforms and accountability. A formal review of advancements is scheduled for six months to ensure the sustained progress towards a more inclusive and respectful environment within the Royal Navy.
Responding to the report, Ms Brook expressed concerns about the Navy’s commitment to delivering tangible changes beyond mere acknowledgments. She emphasised the importance of the report as a catalyst for substantial transformation in a culture that has persisted within elite branches of the armed forces. Ms Brook’s advocacy aims not only for personal justice but also for a systemic shift towards a more supportive and respectful atmosphere for all military personnel.
