A trade union has criticised Carmarthenshire Council’s consultation with refuse workers regarding plans to centralise operations and implement a four-day working week as “shambolic”. Unison stated that it would demand a four-day week for all its council members and could take action if this demand was not met. The council’s cabinet recently decided to establish a central waste depot in Nantycaws near Carmarthen, instead of maintaining four depots. Additionally, proposed changes include more recycling options for residents, less frequent black bag waste collections, and the introduction of electric refuse lorries.
Unison highlighted concerns that approximately 80% of its refuse worker members would face longer commutes to Nantycaws and would have more demanding work schedules packed into four days. The union criticised the consultation process, calling it an attempt to create an illusion of engagement with workers while decisions had already been made. Unison raised issues about the suitability of the electric refuse vehicles and questioned the lack of analysis in exploring alternatives to the centralised depot.
In response to Unison’s criticisms, Cllr Edward Thomas emphasised the council’s commitment to mitigating the impact on its workforce and ensuring ongoing collaboration with unions and staff. The proposed measures, including a new depot building at Nantycaws, are expected to cost £25.4 million, with the Welsh Government contributing the majority of the funding. The council asserts that these changes align with Welsh Government waste strategy and aim to enhance service delivery and boost recycling rates.
Despite the challenges raised by Unison, the council maintains its stance on the necessity of the proposed changes for long-term service effectiveness and environmental benefits. The introduction of the centralised waste depot is seen as a strategic move towards improving service delivery and meeting public expectations for enhanced waste management and recycling practices.
