The Rhondda Cynon Taf (RCT) council in Wales has decided to extend the public space protection order (PSPO) for another three years to control drinking and the use of intoxicating substances in public areas. The approval for the extension was given by the cabinet on September 23, with the current PSPO in place since October 1, 2021, set to expire on October 1, 2024. This order includes two exclusion zones within Aberdare and Pontypridd town centres to regulate the consumption of alcohol in public places.
Authorized officers have the power to issue a fixed penalty notice of £100 for breaches of the PSPO conditions. These conditions prevent individuals in public spaces from consuming alcohol, possessing alcohol containers without reasonable excuse, and failing to surrender alcohol to an authorized officer upon request, unless certain exemptions apply. Exemptions include specific licensed premises, club premises, and designated areas related to alcohol consumption.
The PSPO also prohibits the consumption, ingestion, inhalation, injection, smoking, or other uses of intoxicating substances in public places unless exempted. Individuals found breaching this ban within the exclusion zones must surrender all intoxicating substances in their possession. Exemptions include substances used for medicinal purposes or regulated under health and safety legislation.
The council’s aim with this extended PSPO is to combat anti-social behaviour by controlling the consumption of alcohol and intoxicating substances in public areas. By maintaining these restrictions, the council hopes to create safer and more peaceful environments within Aberdare and Pontypridd town centres. The extension of the PSPO reflects the council’s commitment to promoting responsible behaviour and ensuring the well-being of residents and visitors in the community.
