New classes for pupils with additional learning needs could be set up in Rhondda Cynon Taf (RCT). The council is consulting on plans to increase the number of mainstream learning support classes from 48 to 52. This move would involve establishing one early years’ intervention learning support class for pre-school children with significant presenting needs at Cwmaman Primary School, set to take effect from September 2025.
Another proposal includes setting up an early years’ intervention learning support class for pre-school children with significant presenting needs at Penyrenglyn Primary School in Treherbert. In addition, a learning support class is being considered for pupils in years 7-11 with complex learning needs at Mountain Ash Comprehensive School. Furthermore, the council plans to relocate the learning support class for pupils in years 3-6 with Autistic Spectrum Disorder (ASD) from Penywaun Primary School to Hirwaun Primary School, also slated for September 2025. Another new learning support class could be created at Hirwaun Primary School for pupils in reception to year two with autistic spectrum disorder.
Currently, RCT spends approximately £5.8m annually on learning support classes, with around 420 pupils accessing the existing 48 classes across a range of needs. This compares to 330 pupils accessing 46 classes in October 2018. The council has highlighted that three early years classes have surpassed their optimal capacity, and there is a gap in provision for pupils in years 7-11 in the secondary phase, particularly in the Cynon Valley.
A report to the cabinet stated that there is insufficient provision in the secondary phase, resulting in unnecessary transitions for learners. The proposed creation of new classes aims to develop a comprehensive continuum of provision across all year groups to avoid unnecessary transitions, establish cross-phase specialist provisions within individual schools, and provide a modern learning environment.
The council’s education scrutiny committee will discuss the matter at a meeting on Monday, October 14, and the consultation will run from September to November. The potential establishment of these new classes signifies a step towards better catering to the diverse learning needs of pupils in RCT.
