Regulator Ofcom is contemplating the elimination of Saturday deliveries for second-class post while maintaining first-class services unchanged as part of the UK postal service reform. The watchdog, currently reviewing the future of the universal postal service, is honing in on the option of allowing Royal Mail to cease Saturday service for second-class post and deliver on alternate weekdays. Second-class postal delivery times would stay at three working days under these proposals, with first-class post continuing as a six-day-a-week service.
Ofcom clarified that no final decision has been made, and it is ongoing with the evaluation of changes. The aim is to release a consultation in early 2025, with a decision expected in the summer of next year. Lindsey Fussell, Ofcom’s group director for networks and communications, emphasised the importance of users’ needs in the review process. She stated that any adjustments to the universal service should cater to consumers’ requirements and improve service levels.
Royal Mail’s owner, International Distribution Services (IDS), which recently merged with Czech billionaire Daniel Kretinsky for £3.57 billion, expressed urgency for change in the UK postal service. Martin Seidenberg, group chief executive of IDS, explained that their proposal, developed after extensive consultations nationwide, aims to safeguard customer interests. He underlined the financial sustainability challenges facing the universal service and the necessity for prompt changes.
Royal Mail submitted a proposal to Ofcom in April suggesting the cessation of Saturday deliveries for second-class post and reducing service to alternate weekdays. The company stressed the need for regulatory changes without additional legislation. IDS believes that revitalising the universal service is imperative to address financial issues and enhance customer experience.
The potential alterations are still under review, with a focus on ensuring the best outcome for consumers. Ofcom stressed that any adjustments would require Royal Mail to invest in its network, enhance efficiency, and elevate service standards. The final decision on the future of Saturday post deliveries is pending, as stakeholders await the outcome of the comprehensive review process.
