A recent report has revealed that firefighters in Wales have been placed at “unnecessary risk” and caused avoidable damage to properties due to outdated or inappropriate firefighting tactics being employed. The inspection of South Wales Fire and Rescue Service (SWFRS) conducted between April 2021 and March 2023 scrutinised 252 incidents. The report, authored by the Welsh Government’s fire safety adviser Dan Stephens, highlighted concerns about the tactics employed, stating that they have endangered firefighters and properties needlessly.
The report highlighted that the existing operational tactics are flawed and need a significant overhaul. It underscored that the training facilities available to instructors do not fully replicate modern fire scenarios. The report recommends that firefighters undergo retraining in updated firefighting strategies, suggesting a considerable investment in resources and time. The report is not critical of frontline firefighters but calls for a revamp in training, equipment, and tactics employed in firefighting.
In response, Wales’ minister for housing and local government, Jayne Bryant, acknowledged the need for improvements in firefighting strategies at both a national and local level. She emphasised that the focus should be on rectifying the training, equipment, and tactics utilised in firefighting to enhance safety and effectiveness. The South Wales Fire and Rescue Service addressed the concerns raised in the report, attributing the issues to operational guidelines set at a national level rather than individual officers or firefighters.
The report’s findings have prompted urgent calls for action across all Welsh fire services to adapt to the updated firefighting recommendations. In a parliamentary debate regarding SWFRS, the need for constructive reforms in fire service operations was emphasised. The commissioners overseeing SWFRS assured implementation of most recommendations from the report but cautioned against hasty changes without thorough risk assessments.
